Demand Manager - 5369

The Demand Manager owns the intake, qualification, transparency, and governance of incoming business requirements and change demand across the IT organisation. The role establishes and continuously improves the end-to-end demand process, ensures that all demand enters through one controlled gate, and acts as the quality checkpoint for moving epics through portfolio and program governance.

Responsibilities

Demand intake and process governance

  • Establish, fine-tune, and enforce the end-to-end demand management process for incoming business requirements.
  • Ensure all demands are registered through one agreed entry gate and progress through the defined demand process.
  • Maintain clear visibility of demand status, value, and flow for business and IT stakeholders.
  • Act as the quality gate for epics entering and progressing on the Portfolio and Program Board, including the authority to move items back when readiness or quality criteria are not met.

Strategic alignment and prioritisation

  • Ensure all incoming demands are transparently captured, assessed, and aligned to strategic priorities.
  • Drive prioritisation of customer, user, and stakeholder needs together with Business Owners, IT Owners, Product Owners, and other accountable stakeholders.
  • Formulate, or ensure the formulation of, epics entering the New/Funnel stage of the program backlog.
  • Move epics into Review after consultation with the Business Owner and IT Owner.

Backlog and delivery alignment

  • Create and maintain the backlogs from which IT teams work.
  • Ensure requirements are understood by Product Owners and delivery teams to the level needed for planning and execution.
  • Manage in-quarter change processes when new business requirements arise during an active iteration.
  • Assess the delivery impact of incoming change requests, identify which planned items should be postponed or re-sequenced, and ensure trade-off decisions are transparent and aligned with priorities.
  • Communicate scope, sequencing, and priority changes clearly to Business Owners, IT Owners, Product Owners, teams, and other affected stakeholders.
  • Ensure approved in-quarter changes are integrated into team backlogs in a transparent and controlled way.
  • Participate in PI Planning, present the program roadmap, and ensure program backlog items are appropriately reflected in team product backlogs.
  • Ensure Product Owners develop customer-oriented support concepts and that solutions meet relevant legal, regulatory, and compliance requirements.

Transformation and agile ways of working

  • Actively contribute to the agile transformation of the organisation, strengthen agile ways of working, and support agile program implementation.
  • Partner with the APC and key delivery stakeholders to improve demand flow, backlog quality, prioritisation discipline, and cross-team transparency.

Success measures

  • 100% of business demand enters through the agreed intake process.
  • High-quality epics enter portfolio and program governance with clear scope, value, ownership, and readiness.
  • Portfolio, program, and team backlogs remain transparent, prioritised, and aligned to strategic objectives.
  • PI Planning inputs are complete, decision-ready, and consistently reflected in downstream team backlogs.
  • Stakeholders report clear visibility of value, status, and prioritisation decisions.

Required skills/technologies used

  • Several years of experience in demand management, portfolio management, business analysis, product management, program management, or a similar role in a complex IT environment.
  • Proven track record of managing business demand intake and translating requirements into well-structured epics and backlog items.
  • Experience working in agile at scale environments, ideally with PI Planning and cross-functional program governance.
  • Experience coordinating senior stakeholders across business and IT functions.
  • Strong backlog management, prioritisation, and change control capability.
  • Excellent stakeholder management, facilitation, and communication skills.
  • Strong analytical thinking with the ability to connect business value, strategic objectives, and delivery constraints.
  • Ability to challenge constructively, manage in-flight scope change, and uphold quality standards in governance forums.
  • Solid understanding of agile delivery, portfolio processes, and demand-to-delivery lifecycle management.
  • Good understanding of compliance, legal, and operational support considerations in product and service design.
